Let me start by warning you that half the site you will come across will promise a free search experience whereas its only partial i.e. you will eventually have to pay something. There are just about 2 different ways this could happen. The first way is common, they simply allow you to use their search tool and after once you find the person you are looking for they will hold the results until you pay.
The other type of partial search that is there is the free search that is applicable to certain records only.
